Reliability layer for x402 data providers. Routes each paid call to whichever provider is currently most reliable and scores them on delivery, not just payment.

Returns the ERC20 balance data from the winning provider, the provider ID that served the request, latency in milliseconds, a list of providers that failed over, a category merkle root for auditability, and a single-use receipt UUID that unlocks a POST /review endpoint for rating the provider.
