Scans the token's actual burnBlocked seizures (the BurnedBlocked event) — whether the issuer has ever burned a blocked holder's balance, who was seized, and how much. verdict: enforced (has seized) / armed (can, hasn't) / no_seize_power. Pass wallet= for one address, or omit address= for the network-wide feed.
Returns a verdict of 'enforced' (issuer has seized), 'armed' (can seize but hasn't), or 'no_seize_power', along with a list of seized wallet addresses, amounts burned, and the distinct BurnedBlocked events found on-chain. If a specific wallet is passed, filters results to that address only.
