What DAOs are voting on right now: open Snapshot proposals from verified DAOs, biggest communities first, each with the DAO, title, closing time, voters so far, current vote shares and leader, quorum and link. A daily governance watch for agents and funds. Filter by minimum followers. No voter addresses.

A JSON array of active Snapshot proposals, each containing the DAO name, proposal title, closing timestamp, number of voters so far, current vote share percentages, the leading option, quorum status, and a direct link to the proposal. Also includes a count of total proposals checked and a source label.

Side effects
- No active proposals found if all DAOs have no open votes at query time
- minFollowers set too high may return an empty proposals array
- limit out of range (below 1 or above 20) returns a validation error
- Snapshot API unavailability could cause upstream fetch failure
- Rate limiting if called too frequently within a short window
