Side effects
- Missing or invalid resource_url results in a rejected review
- Unknown agent_id may produce budget_status as not_checked rather than a real budget figure
- Unrecognized payment_protocol (non-x402) may cause incomplete resource_binding assessment
- Malformed expected_result field causes fulfillment_check to be inconclusive
- Service unavailable on Render cold-start, resulting in timeout or 503
