Output
Returns the repaired, parseable YAML as plain text (no code fence), with all original values preserved verbatim — only structural issues like tabs, bad indentation, missing quotes, unclosed brackets, and truncation are corrected. Also includes metadata such as skill name, version, a SHA256 hash of the skill file, and a redownload token.

Side effects
- Input YAML is so severely malformed that intent cannot be inferred — returns best-effort repair or error
- Truncated values are kept truncated as-is per design — agent may expect completion but none is provided
- Boolean-like strings (yes, no, on, off) are handled specially — may not match all parser expectations
