Side effects
- No data available if the current DeltaSignal slice is stale or not yet generated
- Invalid risk_tier enum value returns a 400 validation error
- min_stress out of range (not a valid number) causes a 400 error
- Offset beyond the total result count returns an empty list
- 402 Payment Required if x402 payment header is missing or insufficient
