Typical latency under 2 s; a pathological batch of very common names can take up to ~17 s, so allow a 30 s client timeout.

Side effects
- More than 25 names submitted — returns a 400 error asking to reduce batch size
- Threshold out of range (below 0.1 or above 0.99) — validation error
- Timeout on pathological batches of very common names exceeding ~17s — use 30s client timeout
- Empty names array — returns validation error
