Side effects
- Missing required vcpu or memory parameters returns a 400 error
- No instances found matching the given constraints returns an empty list
- Invalid region code returns an error or empty result
- Invalid pricing type value outside on-demand/spot/any may be rejected
- Payment not included or insufficient triggers a 402 Payment Required response
