Side effects
- Invalid Ethereum address format (must match ^0x[0-9a-fA-F]{40}$) returns a 400 error
- Unsupported chain value may return an empty result or 400
- limit out of range (must be 1-100) returns validation error
- Payment failure or insufficient USDC balance causes a 402 response
- Alchemy upstream timeout or rate limit may cause 503 or delayed response
- from_block set beyond current chain head may return empty results
