Side effects
- Empty items array if no signals match the query or category in the given time window
- sourceErrors populated if one or more upstream signal sources failed to respond
- staleSources populated if some sources returned outdated data
- limit out of range (below 1 or above 20) causes validation error
- sinceHours out of range (below 1 or above 168) causes validation error
- query string exceeding 120 characters rejected
