Output
Returns a signed intent token (with intent hash) representing the agent's sealed need and budget. This token can be gossiped across the CYRE exchange network so matcher services can call /api/exchange/match to respond to it. The token encodes the need description and budget ceiling in a tamper-evident, verifiable format.

Use this endpoint when an autonomous agent needs to declare a specific capability or data need to the CYRE exchange network, sealed with a budget ceiling, so that compatible providers can discover and match against it. Prefer this over direct service calls when the agent does not yet know which provider to use and wants to let the market surface matchers. It is the first step in the CYRE intent exchange flow — post here, gossip the token, then collect matches via /api/exchange/match.
