Side effects
- Unknown voterId returns 404 or empty result set
- Malformed voterId path parameter causes 400 bad request
- Missing or invalid authentication (x-degov-api-token or x402 payment) returns 402 Payment Required
- Rate limiting or quota exceeded returns 429
- Voter has no voting history returns empty array
