Side effects
- Unknown network name or alias returns empty networks array
- Invalid chain_id format or out-of-range integer returns validation error
- Both network and chain_id omitted returns full registry (not an error, but may be unexpected for callers expecting a single result)
- Non-EVM chains may not be in the registry, resulting in empty result
