Side effects
- Invalid address format (not a 0x-prefixed 40-character hex string) returns a validation error
- Unsupported network value (outside ethereum/base/arbitrum/polygon) returns an enum error
- Network RPC unavailability may cause timeout or 503 errors
- Payment failure via x402/MPP returns 402 Payment Required before the balance is returned
- Zero-balance wallets return successfully with balance_wei of '0'
