Output
A JSON object containing an array of service records (each with label, payee address, category, total USDC volume, payment count, unique payer count, median payment, likely agent revenue, likely agent payment count, and a needs_review flag), plus metadata fields: as_of timestamp, time window (e.g. '30d'), classification run number, and methodology version string.

Side effects
- HTTP 402 if payment of $0.005 USDC is not supplied via x402 header
- Empty data array if no settlements have been indexed yet
- Null label/category fields for payees not yet classified by the versioned ruleset
- Stale as_of timestamp if the classification pipeline has not run recently
- Schema mismatch if methodology_version changes and consumer expects prior field shapes
