Output
Returns an array of contract action records from FPDS-NG, each containing: PIID (contract identifier), modification number, vendor name, obligated amount in USD, agency ID and name, NAICS code, PSC code, signed date, record type (e.g. AWARD), and a direct clickable URL to the FPDS web UI for that contract.

Side effects
- No results returned when keyword does not match any description-of-requirement field in FPDS
