Side effects
- Invalid base currency code (not matching ^[A-Z]{3}$ pattern or not in the supported 30-currency list) returns an error
- Payment failure or missing x402 payment header results in 402 Payment Required
- Network timeout if the dataset file is very large
- Non-publication days are not included as rows (only ECB publication days appear)
