Output
Returns a watchId (string) that identifies the newly created persistent watch. The watch is evaluated automatically every hour. The caller can use this watchId to poll the /watch/check endpoint to determine whether the condition has triggered (e.g. rate crossed threshold, earthquake detected, filing appeared).
