Side effects
- Payment failure: if USDC payment via x402 is not completed, the request is rejected with a 402 status
- Bithumb API unavailability: if upstream Bithumb feed is down, the endpoint may return empty or error
- Only 5 notices available: no historical data beyond the latest 5 notices; missed events cannot be retrieved retroactively
