Use this endpoint when you need server-side attestation that an Intent Mandate v0.1.0 is valid before executing a payment on the Base network (eip155:8453). Prefer this over client-side checks when you need an independent, timestamped verification of all mandate constraints (allowlist, budget, expiry, signature) from a neutral directory. Do not use this to create or sign mandates — use createSignedMandate/signMandate locally for that.
