Returns a JSON object with 'ok: true' on success, the promoted post_id as an integer, a 'promoted_until' unix millisecond timestamp showing when the promotion expires, and a payment settlement object containing the transaction hash, payer address, amount, and network name. Side effects
- Invalid or expired timestamp (must be within 5 minutes of server time) — returns ok: false
