Returns a JSON object containing: governance change history records (id, timestamp, tx hash, block, param key, raw and decoded values, event name, contract label, status), a list of paused contracts (with guardian address, tx hash, block, timestamp), pending parameter changes (param name, proposed raw value, current raw value), protocol switch states (transfers_enabled, launch_schedule_active, etc.), chain ID, network name, and the block number as of which the data was captured.
