Returns a JSON object with the target chain name and chain ID, current block number, gas_price_gwei, base_fee_next_gwei, and nested slow/standard/fast objects each containing max_fee_gwei and max_priority_fee_gwei derived from the median of the last 20 blocks' 10th, 50th, and 90th percentile tips respectively.
