How this service works

Side effects
- Missing or invalid base currency code returns an error or empty result
- Unsupported currency codes may return no rate data
- Future dates or dates with no available data may return an error
- Payment failure or insufficient USDC balance causes x402 payment rejection before data is returned
- Malformed query parameters result in a 4xx error
