Use this endpoint when an agent needs triage — it doesn't yet know which specific Second Eyes recovery tool applies to its failure. This is the discovery layer: pay once to get a routed recommendation, then pay again at the specific door. Prefer this over calling a specific tool directly when the failure class is ambiguous or when the agent runtime needs to present a menu of options to an orchestrator.
Side effects
