Side effects
- Missing required fields (goal or proposed_action) returns a validation error
- Authority status enum value not in ['confirmed','unclear','unknown'] causes schema rejection
- Constraint context schema version mismatch causes parsing failure
- Input exceeds 4000 character limits per field resulting in rejection
- Service unavailable for U.S. territories (only 50 states and DC are supported)
- Payment failure via x402 protocol results in 402 response with no review
