How this service works
Decision receipts for agents that manage real capital. POST /decide runs a five-juror Jev jury (BYOK) over a frozen decision capsule and returns an HMAC-signed, persisted receipt; POST /seal seals a capsule without a jury. Decision-only: no custody, no order submission.

Side effects
- Missing or malformed 'capsule' field returns a validation error
- Capsule already sealed may result in a conflict or duplicate error
- Invalid action enum value other than REQUEST_DECISION may be rejected
