Activate an uploaded zip site. Extracts the current source zip and makes the site live; already-live sites require a newly uploaded replacement zip.

Use this endpoint after successfully uploading a zip via POST /api/site to deploy the site. Required for any new site launch or when replacing an existing live site with new content — must always follow a fresh zip upload for already-live sites.
Side effects
- Invalid or missing uploadId returns an error response
- Attempting to activate an already-live site without a new replacement zip upload fails
- Upload not yet fully processed may return an error
- Malformed zip file may cause extraction failure
