Returns a JSON object containing the original fill record (buyer, seller, market, base/quote units, timestamp), a reconciliation status (ok flag, asset-level balance diffs between ledger and custody), a receipt ID, the on-chain settlement transaction hash, whether it is unconfirmed, and the paid network (e.g. eip155:8453 for Base).

Side effects
- Invalid or unknown fill_id returns an error with no record
