Side effects
- Invalid since parameter format returns 400 (must be ISO-8601)
- min_significance out of range 1-10 returns 400
- limit exceeds 500 returns 400
- No matching changes returns empty changes array with count 0

- HTS prefix not matching any known codes returns empty result silently
