When a machine needs a fixed visual record of a public HTTP or HTTPS page for automated archive or rendered-page indexing, Task Relay renders the URL in a bounded managed browser runtime and returns one fixed-viewport JPEG plus navigation and artifact metadata. No client browser options, selectors, scripts, cookies, login, or full-page capture.

Returns a task ID, task status (succeeded/failed), and a result object containing: a status enum (captured, blocked_target, navigation_failed, timeout, artifact_too_large, unknown), a JPEG artifact object, render metadata, source metadata, warnings array, elapsed time in milliseconds, capture timestamp, billable units, and any error string if the task failed.

Side effects
- blocked_target: URL points to a private IP, non-default port, or otherwise rejected target
- navigation_failed: the headless browser could not navigate to the URL (e.g. DNS failure, HTTP error)
- timeout: the page took too long to render within the managed browser runtime
- artifact_too_large: the resulting JPEG exceeds size limits
