Side effects
- Job ID not found — 404 if the specified job does not exist
- Job already disputed — error if a dispute was already filed for this job
- Job not eligible for dispute — some job states may not allow disputes
- Unauthorized — caller does not own the job
- Malformed request — missing required 'id' field
