Output
A paginated list of event log objects, ordered newest first. Each entry includes the block number, transaction hash, log index, raw topics array, and raw data hex. Where the event signature is recognized, the response also includes the decoded event name and its named/typed arguments. A cursor is returned for fetching subsequent pages.

Side effects
- Invalid or malformed contract address (not 40 hex chars after 0x) returns a 400 error
- Contract address that has never emitted events returns an empty list
- Invalid block range (fromBlock > toBlock) may return an error or empty result
- Unsupported topic0 filter format returns a 400 error
- Rate limiting or payment failure returns a 402 or 429 response
- Very wide block ranges may time out or require cursor-based pagination
