Returns the severe weather warning polygons within the box from the upper left to the lower right corner, optionally between begin_time and end_time (YYYY-mm-dd HH:MM:SS), paged with limit and offset.
Output
A JSON object containing a count of warnings found, the limit and offset used, the total number of matching results (for pagination), and an array of warning objects each with geometry (list of lat/lon pairs), VTEC identifier, phenomenon type, and begin/end/issued/expires timestamps in YYYY-mm-dd HH:MM:SS format.

Side effects
- Invalid or out-of-range latitude/longitude values in path parameters return a 422 validation error
- Swapped upper-left and lower-right corners may return empty results or unexpected geometry
- begin_time after end_time may return zero results or an error
- Very large bounding boxes may require pagination; without limit/offset, only the first page is returned
- No warnings in the area or time window returns count=0 and an empty results array
- Malformed datetime strings (wrong format) cause request failure
