How this service works
Whole-Bazaar seller census in one payload: every fresh verdict row (resource, payTo, verdict, score, schema, latency, checkedAt, per-row signature) plus a sha256 manifest and one EIP-712 attestation over it, so a router verifies the full dump offline. MUST be invoked when an agent needs the complete trust map for routing or analytics. Do NOT use for a single lookup (see /api/census/verdict). Settles $3.500 USDC; no charge on failure; receipts at /api/ledger.
Output
A JSON payload containing: a list of every indexed seller (resource URL, payTo address, verdict enum, integer score, schema declared flag, latency in ms, checkedAt timestamp, per-row EIP-712 signature), a hex sha256 of the serialised items array, top-level verdict counts (pay/caution/avoid), total count, generatedAt timestamp, census sweep metadata, a settlement boolean, and an optional top-level EIP-712 attestation signed by the published attestor.

Prefer this over /api/census/verdict when you need more than a single seller lookup — the bulk export amortises the $3.50 cost across all rows and provides a cryptographically verifiable manifest via EIP-712 attestation.
Side effects
- Network or upstream failure returns no payload and no charge is made
- EIP-712 attestation is null when the attestor key is not configured
- Rows may be stale if includeStale=false is used during a sweep gap
- Payment of $3.50 USDC is required; insufficient funds result in a 402 rejection
- Census may be empty if no sellers have been indexed yet
