How this service works

Side effects
- Target URL is unreachable or returns a non-200 status — returns an error with no comparison data
- No previous result exists for the URL (first call) — returns current data with changed=false or null
- Page returns no links — empty links array with changed flag based on prior state
- URL format invalid — request rejected with input validation error
- 90-day history expired — comparison baseline lost, treated as first call
