Side effects
- Invalid or unreachable URL returns an error response
- First check always returns first_seen: true and changed: false (no prior baseline)
- Transient network errors fetching the target page may result in failed checks
- Rate limits or payment failures return 402 or error status
- Dynamic pages with random elements (ads, timestamps) may produce false positives on changed
