Use this endpoint when an agent needs to make a fair, cryptographically-secure random selection from a discrete set of caller-provided options — especially when the options are arbitrary strings (names, labels, choices) rather than numeric ranges. Prefer over a random-integer endpoint when inputs are named choices. The without-replacement mode is ideal for drawing ordered winners or assigning unique items.
