Side effects
- Invalid CNPJ format — fewer than 14 or more than 18 characters returns a validation error

- CNPJ not found in TCU datasets — returns empty lists with total 0 (not an error)
- Upstream TCU portal unavailable — may cause retrieval failure or stale data
