Side effects
- Invalid or malformed address (not 0x-prefixed or wrong length) returns a 400 error
- Unknown or unsupported chain returns an error (endpoint is Ethereum mainnet only, chain ID 1)
- Address with no blacklist history returns an empty events array
- Invalid action filter value returns a validation error
- Expired or invalid cursor returns a pagination error
