Output
A JSON object with a generated_at timestamp, the since cutoff used, and an array of change records. Each record includes the domain, file path (e.g. /robots.txt), the time the change was detected, old and new SHA-256 hashes, old and new HTTP status codes, and for robots.txt files a structured summary of user-agent groups added or removed and how rule counts changed. File text content is not redistributed.

Side effects
- Invalid ISO 8601 format for 'since' parameter returns a 400 error
- Requesting a 'since' date too far in the past may return an empty or truncated result set
- Payment failure (x402) returns 402 if USDC payment is not completed
- Network timeout if the tracked domain set is large
- Empty changes array if no access policy files changed in the requested window
