Side effects
- Invalid or malformed base64 payment_header — returns 400 bad request
- Insufficient USDC balance in the agent wallet — returns payment failure
- Resource URL not recognized or unreachable — returns 404 or validation error
- Duplicate payment attempt for same resource — may be rejected as replay
- Network or blockchain congestion causing settlement delay — timeout or retry required
