Prefer this over query endpoints when the intent is to write/update reputational data rather than read it.

- Invalid or missing target agent ID returns an error
- Insufficient USDC balance or failed x402 payment results in request rejection
- Reporter agent not registered on the network may cause authorization failure
- Duplicate or spam reports may be rejected or throttled
- Network or Base mainnet congestion may delay transaction confirmation
