This is the first step before any reputation scoring, querying, or trust verification can occur. Choose this when onboarding a fresh agent identity to the rep.memoryapi.org ecosystem.

- Agent already registered — duplicate registration attempt returns conflict error
- Invalid agent identifier format — returns validation error
- Payment failure — x402 micropayment of $0.01 USDC not processed, returns 402 Payment Required
- Service unavailable — reputation registry temporarily offline
