Given 2-8 cities, find the UTC hours where everyone sits inside acceptable local business hours (default 9-17) for a given date — DST-correct via the IANA tz database. Returns every feasible hour with each city's local time, or the best partial-overlap hours if none fit. Use this when an agent needs to find hours that work across cities, DST-correct.
Output
Returns every UTC hour where all specified cities are simultaneously within the defined business hours window, with each city's local time for that hour. If no full overlap exists, returns the best partial-overlap hours as a fallback, all DST-corrected using the IANA timezone database.
