Side effects
- Invalid address format (not a valid 0x 40-hex address) returns an error
- Malformed or missing since cursor may return full history or an error
- Address with no new activity returns an empty events list
- Rate limiting or payment failure returns 402 or 429
- RPC or Base node connectivity issues may cause temporary failures
