Side effects
- Invalid or unresolvable IP/hostname returns an error
- No previous result stored (first call) — 'changed' will be false or indeterminate
- IP not associated with any known cloud provider returns empty detection

- Rate limiting or quota exceeded may block repeated rapid calls
