Side effects
- Missing or invalid 'provider' query param returns an error (must be one of aws, gcp, azure)
- Missing or invalid 'region' slug returns an error — region must match the provider's catalog format (e.g. us-east-1 for AWS, not 'us-east')
- Payment of 0.1 USDC via x402 not included or fails — request is rejected with 402 Payment Required
