Side effects
- Authentication failure (missing or invalid payment/auth header) returns 402 Payment Required
- Workspace with no configured mailboxes returns an empty array
- Invalid query parameters may return 400 Bad Request
- Service unavailability returns 503 or 500 error
- Network timeout if the Mermail API is unresponsive
