Side effects
- Name not found: returns hit=false with an empty matches array when no candidate clears the min_score threshold
- Stale list warning: list.stale=true and a warning string if the SDN data has not refreshed recently
- Invalid min_score: error if min_score is outside the 0.6–1.0 range
- Name too long: error if name exceeds 200 characters
- No name provided: 400-style error because name is a required query parameter
- Non-Latin script input: fuzzy matching is over Latin-script names only; results may be unreliable for Arabic, Cyrillic, etc.
